Amends Arizona Revised Statutes Section 35-196.05 to prohibit state and political subdivision funding for family planning services to entities that perform or promote abortions.

Establishes priority order for public funding of family planning services: state-operated facilities first, followed by hospitals and federally qualified health centers, then rural health clinics, then primary health care providers.

Removes the requirement that prohibited abortions be "nonfederally qualified," broadening the ban to include all abortions regardless of federal reimbursement eligibility.

Authorizes the Attorney General, county attorneys, and eligible entities to bring legal action for enforcement, with prevailing plaintiffs entitled to recover reasonable attorney fees and costs.

Requires recouped public monies to revert to the fund from which they were appropriated or granted.
