Amends Section 16-193 to clarify that "registered voters" for purposes of mailing election materials under Section 42-6105.01 means only active registered voters.

Adds election procedures for counties with population of 3 million or more to extend a 20-year county transportation excise tax beyond its initial term, requiring approval by majority of qualified electors at a countywide general or special election.

Requires county board of supervisors to prepare and mail a publicity pamphlet to each household containing a registered voter before the election, including tax rate, term length, projected revenues, purposes of tax monies, and ballot form.

Specifies that state treasurer shall pay election costs from monies in the county's regional area road fund, including costs for mailing, printing, staffing, and administering the election.

Clarifies that counties and municipalities must adopt a definite or indefinite term extension as part of the regional transportation plan adopted under Title 28, Chapter 17, Article 2.
