Requires the director to include conservation requirements for industrial water users in management plans for qualifying active management areas by January 1, 2026.

Applies to industrial users within and outside service provider areas that use greater than 100 acre-feet of water per year and are not currently subject to conservation requirements beyond submitting an efficiency improvement plan.

Prohibits requiring industrial water users to obtain a certificate of assured water supply, develop within a municipal provider's service area, or enroll in a multi-county water conservation district.

Mandates that conservation requirements include on-site water reuse, recycling, and efficiency measures.

Defines "qualifying active management area" as an area where the legislature has authorized an alternative path to assured water supply designation and an agricultural to municipal use program.
