Amends Arizona real estate and water law to establish new requirements for residential lease communities (six or more detached residential units offered for lease under a common promotional plan) seeking building permits in qualifying active management areas.

Requires applicants for residential lease community building permits to obtain a certificate of assured water supply from the director or secure a written water service commitment from a designated provider before permit approval, with an exception for applications submitted by September 30, 2025.

Establishes activation fees and replenishment reserve fees for residential lease communities enrolled in groundwater replenishment districts on or after January 1, 2025, similar to existing requirements for subdivisions.

Extends annual membership dues requirements to detached single-family residences within residential lease communities and residential dwelling units in multifamily residential properties enrolled in water conservation districts on or after specified dates.

Adds "residential lease community" and "multifamily residential property" definitions to Arizona water law to clarify which residential developments must comply with water supply certification and replenishment obligations.
