Classifies using groundwater to water plants in containers, hydroponically grown plants, and wine grapes as non-irrigation uses in active management areas, notwithstanding existing groundwater code definitions.

Allows holders of irrigation grandfathered rights in initial active management areas to use their groundwater to water containerized plants, hydroponically grown plants, or wine grapes on certificated acres if grown for sale, human consumption, livestock feed, or poultry feed.

Requires separate measurement of groundwater used for watering plants in containers or wine grapes versus groundwater used for traditional irrigation on the same certificated acres.

Prohibits total water use for containerized plants, wine grapes, and irrigation uses from exceeding the irrigation water duty allowed for the farm.

Prevents registration of flexibility account credits for farms using grandfathered groundwater rights for containerized plants or wine grapes in any year such use occurs, and allows certificate separation into two certificates upon owner request if it results in at least two certificated acres per certificate.
