Authorizes the legislative council to place a memorial in Wesley Bolin Plaza dedicated to Don Bolles, a journalist killed in a car bombing nearly 50 years ago while conducting investigative reporting.

Requires the procedures outlined in section 41-1363, Arizona Revised Statutes, to be followed for establishing the memorial.

Prohibits use of public monies for memorial costs; all fundraising and contracts for design and construction are the sole responsibility of proponents, and the state may not facilitate fundraising or establish a state fund.

Automatically repeals the authorization on September 30, 2028.
