Creates new offense of failure to maintain adequate records when submitting claims or receiving payment under title 11, chapter 2, article 7 or title 36, chapter 29.

Establishes class 1 misdemeanor for knowingly failing to maintain records necessary to disclose the nature of goods or services or income and expenditures for at least five years.

Establishes class 2 misdemeanor for knowingly failing to report the destruction of records necessary to disclose the nature of goods or services or income and expenditures.
