Amends Arizona Revised Statutes Section 15-816 to expand the definition of "resident transfer pupil" to include students whose residence is located on tribal land outside any school district boundaries.

Allows tribal students to enroll in schools within one of the three closest school districts to their residence, determined by calculating the shortest distance from the student's residence to school district boundaries.

Adds a new definition of "tribal land" as lands owned or held by a federally recognized Indian tribe, nation, band or community as reservation lands, allotment lands, or sovereign or proprietary lands.

Enables tribal students to participate in school open enrollment policies on equal footing with other resident transfer pupils within the state.
