Requires county recorders to notify applicants if citizenship cannot be verified and to restrict voting in presidential elections and by mail until satisfactory citizenship evidence is provided.

Maintains presumption of proper voter registration upon completion of a registration form containing minimum required information including name, residence address, date of birth, signature, and a checkmark affirming citizenship.

Establishes quarterly reporting requirements to the legislature on voter registration cancellations related to citizenship status, residency changes, and other eligibility factors.
