• Department of Arizona Game and Fish shall issue landowner permits for taking elk, antelope, oryx, and deer on private lands.

• Department may adopt rules to expand landowner permits to additional wildlife species beyond the four listed species.

• Department shall issue landowner permits when the commission determines permits are necessary to reduce human-wildlife conflicts and provide sport hunting opportunities consistent with departmental rules.

• Department may not issue landowner permits for a species if total permits issued exceed ten percent of the total tags issued for that species through the general lottery draw during the calendar year.
