Expands eligibility for preschool programs for children with disabilities to include any child who meets the definition of "child with a disability" under section 15-761, rather than limiting enrollment to five specific disability categories.

Removes the previous requirement that children have hearing impairment, visual impairment, developmental delay, preschool severe delay, or speech/language impairment to qualify for preschool special education services.

Updates the definition of "P-SD" (preschool severe delay programs) in section 15-901 to reference section 15-761 instead of section 15-771 for consistency with the expanded eligibility criteria.

Allows school districts and charter schools to count preschool children with disabilities in average daily membership calculations if they are enrolled in programs meeting at least 360 minutes per week.

Maintains the requirement that children be evaluated and recommended for placement through established procedures before admission to preschool disability programs.
