• Modifies council voting procedures to prohibit rule approvals during study session meetings and require votes only at official council meetings following study sessions; requires two-thirds majority for rules with fee increases or immediate effective dates.

• Establishes sunset date of July 1, 2027 for the GRRC, with full repeal of regulatory review provisions on January 1, 2028.
