AZ HB2597

Amends Arizona law to allow improvement districts to provide enhanced municipal services (public safety, fire protection, refuse collection, street cleaning, landscape maintenance, planning, transportation, and parking) at higher levels than the rest of the community.

Requires that after protest resolution, the governing body must submit a petition within 120 days signed by owners of more than half the taxable property units and persons owning more than half the assessed valuation to form the district.

Exempts existing residential property with four or fewer units per building from assessment, and allows exemption of other residential property not specifically benefited by enhanced services.

Allows improvement districts for enhanced services to continue existing in areas no longer designated as such, if the area was designated for five or more years and property owners do not file objections.

Prohibits improvement districts formed under this section from issuing bonds or engaging in activities other than providing enhanced municipal services.
