Amends Arizona Revised Statutes section 13-3821 to add a new definition of "convicted" that includes persons found guilty at trial, those who pled guilty through a plea agreement, or those who admitted guilt through any legal process eliminating presumption of innocence.

Specifies that the "convicted" definition excludes convictions that have been overturned on appeal or through any other legal process that reestablishes presumption of innocence.

Clarifies that "convicted" does not include cases involving probation before judgment, deferred prosecution, expungement, or other equivalent legal processes that result in no subsequent conviction.
