Amends Arizona Revised Statutes Section 41-713 regarding the telecommunications fund administered by the Department of Administration.

Requires the director of the Department of Administration to post the annual telecommunications fund report on the department's website, in addition to the existing requirement to submit the report with the annual budget request to the legislature.

The report must account for all monies deposited in the fund, sources of funds received, purposes for which funds were used in the preceding fiscal year, and plans for using fund monies in the next fiscal year.

Fund monies remain exempt from lapsing of appropriations provisions under Arizona Revised Statutes Section 35-190.
