Adds mandatory sentencing provisions for fentanyl sales of at least 200 grams: minimum 5 years, presumptive 10 years, maximum 15 years; increases to 10-20 year range for prior convictions.

Establishes mandatory sentencing for possession of fentanyl in a motor vehicle in amounts of at least 200 grams with same sentencing structure as sales offenses.

Presumptive sentences may be mitigated or aggravated under section 13-701, subsections D and E.

Maintains existing penalties including mandatory minimum fine of $2,000 or three times the drug value (whichever is greater) and drug testing as probation condition.

Requires community restitution of at least 360 hours with substance abuse treatment or victim service organizations as condition of probation for narcotic drug convictions.
