Establishes a fire insurance review task force within the department consisting of 9 members, including the department director (chairperson), state forester (vice chairperson), two fire insurance experts, one environmental nonprofit representative, and four fire prevention experts appointed by the state forester.

Appointed members serve two-year terms with a limit of two consecutive reappointments, with vacancies filled through the same appointment process.

Task force shall review fire insurance premium rates and policy coverages across all zip codes and designated fire zones, examine consumer complaints regarding policy nonrenewals and rate increases, and identify geographic trends in increased fire insurance rates.

Task force may establish ad hoc work groups and consult with fire insurance experts, must meet at least four times annually, and members receive expense reimbursement under state law.

Task force must submit an annual report by December 31 with findings and recommendations to the governor, legislative leaders, and secretary of state.
