Establishes an election security standards and practices committee consisting of the Secretary of State, county recorders, county election officers, city and town clerks, and technical experts.

Committee shall create and disseminate required and recommended election security controls for election jurisdictions, including controls for testing and verifying equipment.

Committee shall create and disseminate a self-assessment questionnaire that jurisdictions must use to confirm compliance with security standards.

Committee must update security standards by January 1 of each odd-numbered year after allowing public comment.

Each jurisdiction must submit a completed self-assessment questionnaire to the Secretary of State by February 1 of each even-numbered year to confirm compliance with current standards.
