Requires scholarship applicants to submit proof of meeting all eligibility requirements and awards scholarships on a first-come, first-served basis.

Limits each scholarship to an amount equal to the recipient's federal postservice education award, with recipients required to maintain good academic standing and use funds within three years of completing service.

Restricts scholarship use to purposes allowed under federal postservice education award terms at Arizona universities under Board of Regents jurisdiction or community colleges, and only after the recipient has exhausted their federal award monies.
