Allows candidate committees for city or town offices to transfer unlimited contributions to the same candidate's committees for statewide or legislative offices, reversing the prior prohibition.

Requires that when an individual's contributions are transferred between candidate committees, the aggregate amount from that individual cannot exceed the contribution limit for the receiving office (particularly for transfers to statewide or legislative offices).

Maintains existing rules that candidate committees for county offices receiving transfers from city or town committees cannot subsequently transfer to statewide or legislative committees for 24 months.

Requires incorporated cities, towns, and counties to adopt financial disclosure standards for local public officers consistent with state law and make completed disclosures publicly accessible on their websites.
