Amends Arizona Revised Statutes section 38-211 regarding nomination and confirmation of state officers by the governor.

Clarifies that a nominee shall not serve longer than one year after nomination without senate consent.

Adds new provision prohibiting a rejected director nominee from holding any position within the same state agency for which they were nominated, including as an independent contractor.

Makes technical changes to replace gendered language ("his") with gender-neutral language ("the incumbent's").
