Amends Arizona Revised Statutes Section 16-452 to require the Secretary of State's election procedures manual to be approved by the Governor and the chairpersons of the House and Senate committees with jurisdiction over election matters, rather than the Governor and Attorney General.

Requires the Secretary of State to submit the official instructions and procedures manual to the Governor and legislative committee chairpersons no later than October 1 of the year before each general election.

Maintains existing requirements that the manual be issued by December 31 of each odd-numbered year immediately preceding the general election and prescribe rules for early voting, ballot production, distribution, collection, counting, tabulation and storage.

Preserves the Secretary of State's authority to consult with county boards of supervisors and adopt rules regarding fax transmittal and internet receipt of election materials for absent uniformed and overseas citizens.
