• Requires agencies to submit proposed rules estimated to increase regulatory costs by more than $100,000 within five years to the Office of Economic Opportunity for review.

• Proposed rules estimated to increase regulatory costs by more than $500,000 within five years cannot become effective unless the legislature enacts legislation ratifying the rule.

• The Office of Economic Opportunity must submit rules meeting the threshold to the Administrative Rules Oversight Committee at least 30 days before the next regular legislative session, which then submits them to the legislature.

• Citizens, businesses, and legislators may request the Office of Economic Opportunity to review proposed or existing rules; the legislature may eliminate any rule costing taxpayers more than $1,000,000 annually by concurrent resolution.

• Does not apply to emergency rules under section 41-1026 or to the Corporation Commission; any existing rules not ratified under this section are void and unenforceable.
