Extends the on-farm irrigation efficiency pilot program repeal date from December 31, 2026 to December 31, 2029.

Requires the University of Arizona Cooperative Extension to submit annual reports to the Joint Legislative Budget Committee, speaker of the house, and president of the senate detailing program activities and expenditures.

Expands annual report requirements to include detailed information on applications, awards, acres, water conservation quantities, crop types, soil types, administrative costs, and savings achieved.

Maintains existing grant parameters: maximum $1,000,000 per applicant, $1,500 per acre, and requirement for at least 20 percent water savings compared to flood irrigation.

Allows demonstration of at least 20 percent water savings through independently verified projects in Arizona or accredited university analysis that accounts for the state's climate and farming practices.
