• Requires school districts to announce proposed lease terminations or nonrenewals in a public hearing and allow at least 90 days of public comment before voting on the decision.

• Grants charter schools and private schools leasing school district buildings a right of first refusal to purchase the building if the school district decides to sell it.

• Requires building owners to provide written rationale for proposed lease renewal increases, which may reference revenue percentages, enrollment-based adjustments, or maintenance expenses.

• Exempts proceeds from sales or leases of school property to other schools (including charter authorizers) from restrictions on how districts can spend the money.

• Applies retroactively to January 1, 2025.
