Requires landlords to offer tenants the option to have rental payments reported to a consumer credit reporting agency at the beginning of tenancy and annually thereafter.

Landlords must provide written offer including the credit reporting agency name, statement that reporting is optional, disclosure that all payments are reported regardless of timeliness, any associated fees, and opt-out instructions.

Allows landlords to charge tenants a fee of no more than the lesser of actual cost or $10 per month for the reporting service.

Prohibits non-payment of the reporting fee from being treated as non-payment of rent, used as grounds for eviction, or deducted from security deposits.

Tenants may opt into reporting at any time after the initial offer and may opt out at any time, but cannot resume reporting for at least six months after opting out.
