Amends Section 46-803, Arizona Revised Statutes, to modify eligibility criteria and requirements for child care assistance programs.

Allows the department to waive work requirements for individuals enrolled full-time in accredited educational institutions, remedial education, or employment training programs leading to vocational, technical, trade certifications, associate degrees, or bachelor's degrees, provided the education is reasonably related to employment goals.

Changes language in subsection J from "to continue to provide child care assistance to" to "for" a person receiving full-time child care assistance and pursuing qualifying education or training.

Maintains existing provisions regarding income eligibility thresholds, waiting list prioritization, case review timelines, and reporting requirements to the joint legislative budget committee.
