Amends Arizona Revised Statutes sections 36-2201 and 36-2233 relating to emergency medical services and ambulance service certificates of necessity.

Adds new definitions to section 36-2201 including "direct owner," "indirect owner," and "intrafacility transport" (ambulance transport between health care institutions with the same direct or indirect owner).

Exempts ambulance services owned or operated by a direct or indirect owner of a health care institution from requiring a certificate of necessity when conducting intrafacility transports for continuity of care, resource allocation, or specialized treatment.

Renumbers existing definitions in section 36-2201 to accommodate the new definitions (definitions 15-38 become 16-39 after insertion of new terms at positions 15 and 24-25).
