Amends section 28-2058 to require that when a vehicle owner endorses a certificate of title or title transfer form, the endorsement must be notarized or witnessed as provided in section 28-370, except as provided in section 28-2091.

Modifies section 28-2091 to eliminate the requirement for notarized signatures on certificates of title or supporting documents when an insurance company acquires a vehicle through a total loss settlement.

Allows insurance companies to apply for salvage, stolen vehicle, or nonrepairable vehicle certificates of title without requiring notarized owner signatures if they cannot obtain the necessary documents after making two or more written attempts.

Maintains existing requirements for insurance companies to indemnify and hold harmless the department for any claims resulting from issuing certificates of title without notarized signatures.
