Amends Arizona Revised Statutes Section 13-202 regarding culpable mental state requirements in criminal law.

Changes default criminal liability standard: if a statute does not expressly prescribe a culpable mental state, the offense requires a "knowingly" mental state rather than imposing strict liability.

Restricts strict liability offenses to only those statutes that expressly prescribe strict liability or expressly state no culpable mental state is required.

Allows proof of any culpable mental state to satisfy strict liability offense elements, even if strict liability is the baseline standard.
