Requires the state board of education to include instruction on fetal development in all health education courses for students in grades 7-8, covering the human reproductive process, pregnancy, infertility, and trimester-by-trimester fetal development.

Allows the state board of education to require age-appropriate fetal development instruction in grades 1-6 and 9-12 at its discretion.

Permits parents to request that their student be excused from fetal development instruction.

Requires school districts and charter schools to provide curriculum descriptions to parents and notify them of their right to withdraw their child from the instruction.
