Repeals sections 13-716 and 13-718 of Arizona Revised Statutes, which previously governed parole eligibility for certain sentences.

Amends section 13-2308.01 to remove reference to section 13-716 in terrorism convictions, keeping only section 31-233 as authorization for release from natural life sentences.

Modifies section 41-1604.09 to change parole eligibility language for persons sentenced to life imprisonment (but not natural life) on or after January 1, 1994, removing reference to the repealed sections 13-716 and 13-718.

Maintains the parole classification system with class one and class two eligibility categories and noneligibility classifications for dangerous psychiatric offenders.
