Repeals Arizona Revised Statutes section 34-321 entirely.

Amends section 40-360.06 to remove the definition of "neutrality agreement" that was previously referenced in that section.

Prohibits the Arizona Corporation Commission from requiring contractors, subcontractors, material suppliers, or other persons engaged in construction, maintenance, repair, or improvement of energy projects to negotiate, execute, or become party to project labor agreements, neutrality agreements, apprenticeship programs, or other labor agreements as a condition of project approval.

Clarifies that the prohibition does not prevent private parties from entering into individual collective bargaining relationships or interfere with activity protected by the National Labor Relations Act.

Adds a definition of "neutrality agreement" to section 40-360.06 to include agreements requiring parties to remain neutral toward labor organizations, release employee information, allow property access, or recognize labor organizations without secret ballot elections.
