Creates sorority and fraternity special license plates in Arizona, contingent on an entity paying $32,000 to the department by December 31, 2025 for implementation.

Charges a $25 fee for original and renewal special plates, with $8 going to the state highway fund and $17 deposited into a new sorority and fraternity special plate fund.

Establishes a sorority and fraternity special plate fund to be administered by the director and continuously appropriated, with annual allocations to the entity that paid the implementation fee.

Requires the recipient entity to have been founded in 2018 with a mission to foster cooperative actions among sororities and fraternities, provide leadership training, and educate the public on government issues, economic development, public safety, and educational opportunities.

Amends existing statutes to reference the new special plate section (28-2470.27) in provisions regarding license plate design, special plate requirements, highway user revenues, and state highway fund sources and uses.
