Amends the term structure for initial Arizona Space Commission board members, changing from staggered two, four, and six-year terms to terms expiring in 2026, 2028, and 2030, with subsequent members serving six-year terms.

Establishes that if initial board appointments occur after the term end date, the initial members' terms shall expire six years after that date.

Requires the commission to develop and annually update a strategic plan for promoting space, aeronautics, and aviation in Arizona, including estimated project costs and assessment of external funding availability for each potential project.

Mandates the commission submit the strategic plan to the governor, president of the senate, and speaker of the house on or before December 31, 2025, and each odd-numbered year thereafter (changed from even-numbered years).

Applies retroactively from December 30, 2024, and is designated as an emergency measure effective immediately.
