Amends section 48-3779 of Arizona Revised Statutes to modify how multi-county water conservation districts calculate and allocate annual membership dues for member lands and municipal service areas.

Changes the method for calculating member land dues from using total replenishment obligations by active management area to using projected groundwater use per lot multiplied by the total number of residential, commercial, and common area lots in each parcel.

Maintains existing provisions requiring dues to be allocated between member lands and service areas, with member land dues prorated by uniform fee per lot within each active management area and service area dues prorated by uniform fee per acre-foot.

Caps annual membership dues increases on member land parcels for the 2026-2027 billing year at the same rate per lot charged during the 2025-2026 billing year within each active management area.

Specifies that collected membership dues must be deposited in a special fund and used only for debt service on replenishment bonds, acquiring or leasing water rights, and developing infrastructure necessary for replenishment obligations.
