• Applies these requirements to both municipalities and county boards of supervisors, with language requiring notation on permit face confirming compliance or exemption.

• Adds "residential lease community" to water conservation district definitions and allows districts to levy onetime activation fees against each detached dwelling unit within such communities enrolled after January 1, 2026.
