Amends section 16-314 to allow nomination petition signature sheets for multi-county districts to include signatures from any county within that district without invalidating the sheet based solely on multi-county signatures.

Removes the requirement that petition language state "substantially" the following form and instead requires strict compliance with statutory requirements for nomination petitions.

Adds language clarifying that petition signers for multi-county offices must be qualified electors from counties within the political division or district being sought.

Applies the same multi-county signature sheet provisions and strict compliance requirements to section 16-341 governing nonpartisan nomination petitions.

Establishes that candidates seeking office must strictly comply with all statutory requirements for the nomination petition process.
