Establishes a fundamental right to trial by jury in any regulatory proceeding, notwithstanding other state laws.

Defines "regulatory proceeding" as any proceeding where the amount in controversy exceeds $20 or a significant liberty interest is at stake, or that is initiated by the government against a person.

Includes proceedings not commenced in the Arizona Supreme Court, Court of Appeals, Superior Court, Justice Court, or Municipal Court, even if appealable to those courts.

Clarifies that the right to jury trial in regulatory proceedings does not limit or restrict the right to jury trial in any other matter.
