Prohibits businesses from constructing solar or wind energy projects that reduce an agricultural lessee's operation size unless the business compensates the lessee for losses.

Requires compensation to cover: loss of profits, value of executed conservation measures, loss in operation value, relocation costs, and costs to mitigate losses from the operation reduction.

Mandates that agricultural lessees provide credible evidence certifying the amount of expenses before compensation is paid.

Defines "agricultural lessee" as a lessee of state lands leased for agriculture under Arizona Title 37, Chapter 2, Article 4, or a lessee of federal agricultural lands.

Establishes legislative intent to protect Arizona agricultural operations and ensure lessees receive compensation when solar or wind projects reduce their farming operations.
