Mandates ambulance services report instances when only one ambulance is available in a service area and when no ambulances are available, including time, date, and duration.

Requires reporting of refused back-up assistance and mutual aid requests to other certificate of necessity holders, including date and time of refusal.

Requires submission of details on all complaints received from individuals, health care facilities, and hospitals.

Directs the Department of Health Services to make the reported information available to the public upon request and post it on the department's public website, with all personally identifying information redacted.
