Requires students to successfully complete at least three course credits in social studies in grades 6-8, including at least one course credit in civics education, as a competency requirement for promotion from eighth grade.

Mandates civics instruction include the roles and responsibilities of federal, state and local governments; the structures and functions of the legislative, executive and judicial branches; and the meaning and significance of the Articles of Confederation, Declaration of Independence, and U.S. Constitution.

Exempts students who transfer into public school during the second semester of eighth grade from the civics education requirement if they completed three social studies credits or equivalent and received American civics instruction in grades 6-8.

Appropriates $1,000,000 from the state general fund in fiscal year 2025-2026 to the Arizona Board of Regents for the Museum of Democracy Presidential Project to provide civic education programming and presidential memorabilia exhibitions.

Exempts the appropriated funds from lapsing under Arizona Revised Statutes section 35-190.
