Adds "evidence-based psychotherapy" as an approved treatment option alongside alcohol/drug screening, education, and treatment programs for DUI offenders in sentencing provisions.

Allows DUI offenders to participate in court-approved religious programs on a voluntary basis, with protections against coercion to change religious beliefs or affiliations.

Defines "evidence-based psychotherapy" as psychotherapy services provided by a licensed psychologist that integrates scientific research with clinical expertise based on patient characteristics, culture, and preferences.

Applies the new psychotherapy requirement to both first-offense DUI sentencing (with possible sentence suspension) and second-offense sentencing within 84 months, as well as ignition interlock device provisions.
