• Allows immediate contract or license cancellation if an employee meets disqualifying criteria, including specified criminal convictions or awaiting trial on listed offenses.

• Permits the department director to allow supervised direct contact for individuals convicted of certain offenses (drug, burglary, robbery, manslaughter, assault, domestic violence) if successfully rehabilitated, based on consideration of criminal record, time elapsed, offense nature, and rehabilitation evidence.
