Allows retail electric customers to opt out of service from a public service corporation if the corporation commits to net zero emissions or compensates executives/employees based on clean energy commitments.

Permits opted-out customers to receive electric service from alternative providers or public power entities within the same service territory.

Requires the Arizona Corporation Commission to adopt rules establishing procedures for customer opt-out petitions and guidelines for alternative electric service providers.

Defines "net zero" as committing to net zero carbon emissions by providing 100 percent clean and carbon-free electricity.

Incorporates existing definitions from section 40-201 for "commission," "electric service," "retail electric customer," and "service territory."
