Prohibits the Arizona Department of Liquor and Cannabis Control from requiring a singular, department-maintained system for maintaining sampling records and reports by beer and wine store or liquor store licensees with sampling privileges.

Allows beer and wine stores or liquor stores to use any reasonable means to maintain required sampling records and to report scheduled samplings to the department.

Requires beer and wine stores or liquor stores to report scheduled samplings to the department once every two weeks.

Clarifies that when a beer and wine bar license and beer and wine store license are issued at the same premises, spirituous beverages purchased for sampling are presumed to be purchased under the bar license and off-sale sales are presumed to be purchased under the store license.

Applies similar presumptions for reporting liquor purchases when a beer and wine store license and bar license are issued at the same premises.
