Establishes a right for individuals to obtain contraceptives and engage in contraception, and a corresponding right for health professionals to provide contraceptives and contraception-related information.

Defines "contraception" to include contraceptive use, fertility-awareness based methods, and sterilization procedures, and "contraceptive" to include oral contraceptives, long-acting reversible contraceptives, emergency contraceptives, condoms, injectables, patches, rings, and other legally marketed contraceptive products.

Prohibits any limits or requirements that single out contraceptive provision or providers, or that impede access to contraceptives or contraception-related information.

Prohibits the state or political subdivisions from interfering with health professionals' ability to provide contraceptives or patients' ability to obtain them.

Requires voluntary and informed consent for any sterilization procedure.
