Establishes a statutory right for individuals to access fertility treatments without prohibition, unreasonable limitation, interference, or detriment to their health.

Defines "fertility treatment" to include preservation of reproductive materials, artificial insemination, assisted reproductive technology (including in vitro fertilization), genetic testing of embryos, fertility medications, gamete donation, and related services.

Grants individuals the right to continue ongoing fertility treatments pursuant to written agreements with health care providers and retain all rights regarding use or disposition of their reproductive genetic materials.

Authorizes health care providers acting within their scope of practice to perform fertility treatments and provide evidence-based information related to fertility treatments.

Exempts the Department of Health Services and health profession regulatory boards from standard rulemaking requirements under Arizona Revised Statutes for one year to implement the new provisions.
