Amends Arizona Revised Statutes section 28-5649 to permit the use of dyed diesel fuel on highways for fire trucks, fire engines, and other fire apparatus.

Allows dyed diesel fuel use only for fire vehicles engaged in transporting firefighters outside of Area A and Area B (as defined in section 49-541) and Area C (as defined in section 3-3401).

Requires fire vehicles using dyed diesel fuel to be exempt from federal excise tax on diesel fuel.

Maintains existing requirements that sellers of dyed diesel fuel must obtain written statements from purchasers confirming permissible uses and provide information to the department as required.
