Requires qualifying students to be state residents, maintain a minimum 2.0 grade point average, and be enrolled in eligible institutions; funds distributed annually on or before August 1 to cover full tuition and fees.

Allocates $500,000 from the state general fund in fiscal year 2025-2026 to the program fund, with the board authorized to retain up to 5 percent of fund monies annually for administrative costs.

Requires a two-thirds vote in both legislative chambers for enactment and becomes effective immediately upon the governor's signature.
